Leeds Super Casino License Provisionally Granted

Leeds Council is one step closer to issuing their "super" casino license after issuing Global Gaming Ventures (GGV) with a provisional statement last week. This has surprised many who saw the only other remaining bidder, Leeds United Football Club, as a shoo-in for the license. However, the bid from the London based firm GGV was chosen based on it being the one which would “be likely to results in the greatest benefit to the city” (according to a press release from Leeds Council).

GGV proposed to open the casino on the first floor of the upcoming £130 million Victoria Gate development which is due for completion in 2016. A provisional statement has been provided at this stage as Leeds Council cannot issue a full license whilst the premises are not constructed. Once the property is complete, it is expected the full license will be granted.

The statement was granted based on several assurances made by GGV, which include the following: 

  • An upfront payment to Leeds Council of £1 million 
  • An annual payment to Leeds Council of £450,000 or 4% of net gaming, whichever is greater Employment of at least 205 full time staff (with 90% being Leeds City residents), 10 apprentices and 15 individuals Not In Education, Employment or Training (NEETS) 
  • Agreement to set up and fund a Leeds Responsible Gambling Forum Agreement to set up an Impact Committee to monitor the impact of the casino 
  • Conformation that their marketing and advertising campaigns will not target the most deprived and vulnerable in the city 

A representative of Leeds Council said, “We received two strong proposals which were both duly considered. Importantly, GGV has committed to provide significant funds for a council run social inclusion fund and a range of measures that will help to ensure that any potential harmful effects are managed and mitigated against.”

GGV Chief Executive Graham Hyde has said they are “thrilled to win the competition and be coming to Leeds”. Naturally however, not everyone was happy with the news. A spokesperson for Leeds United said they were “obviously disappointed” and that they had put together a bid which was “very professional and proposed how the greatest benefit to the city could be achieved”.

Construction is expected to begin on the development in 2014. Although given the tempestuous road the license has travelled so far, who knows if there will be more speed bumps before Destination Super Casino is finally reached?

BREAKING NEWS - Alea Leeds Closes and Withdraws Super Casino Bid

It has just been confirmed that Alea Casino in Leeds has been closed down with immediate effect. As well as closing down their flagship Leeds casino on Clarence Dock, Alea have also removed their bid for the Leeds Super Casino license, leaving just Leeds United and Global Gaming in the pipeline now.

With this being the second high profile to announce its closure within a week after Genting Casino announced the "consolidation" of their Derby site (see the blog post below), what do these announcements means for the land based casino industry? Leeds Casino Bidding War Commences

Plans for the Leeds to host it's first "Mega Casino" are almost complete and Leeds City Council are hoping to licence the building of the new casino before the end of 2012.

The Casino plans have been on the table since government ministers gave permission to Leeds City Council back in 2008 to licence a new casino complex. An invitation for bidders is expected to be posted in February 2012 for Casino operators interested in building and running the new Leeds Casino.

Once the new Leeds based Casino is open for business it will create over 200 jobs in the local area and could attract more the £20 million in much needed private sector investment. Casino operators currently showing an interest in the new casino complex are Stanley Leisure, Grosvenor Casinos and Aspers although that list is bound to grow once the project is open to bids and we are bound to see some of the Online Casino operators fight for their piece of the land based casino market.

As of yet the location of the new casino hasn't been decided upon but with so much of Leeds' industrial heritage now being replaced with the financial services industry there isn't likely to be a problem finding a suitable spot.
